Big Bids in for Pune-Shirur Elevated Corridor — Welspun Leads at ₹8,745 Crore
The long-awaited Pune-Shirur elevated corridor project has entered a critical phase: financial bids for the 53.4 km, six-lane highway have been opened. Three major firms have submitted their proposals, with Welspun Enterprises Ltd leading the pack at ₹8,745.38 crore, followed by Adani Enterprises Ltd at ₹10,124.07 crore and GR Infraprojects Ltd at ₹10,335.82 crore.
While Welspun is the lowest bidder (L1), its offer is a striking 45.95% higher than the earlier estimate submitted by MSIDC (Maharashtra State Infrastructure Development Corporation). This wide gap foreshadows a likely long and complex negotiation process before final approval.

What the Project Envisions
The elevated corridor is meant to ease congestion, improve connectivity, and reduce travel times between Pune and Shirur. The highway will run along the Pune–Ahilya Nagar road, with an elevated structure designed to bypass existing bottlenecks. The project is being planned under a DBFOT (Design, Build, Finance, Operate, Transfer) model.
MSIDC had earlier floated tenders and set a submission deadline for bids by October 2025. (A recent tender notice confirms the last date for submission as 08-10-2025.)
Why the High Bid Matters
The bids being much higher than projected is a concern for project viability:
- Cost escalation: A bid almost 46% above estimate suggests unpredictability in costs — whether in materials, labor, or land acquisition.
- Financial stress: Higher capital burdens will affect funding, risk, toll pricing, and returns for private bidders.
- Negotiation complexity: Authorities will have to iron out differences and perhaps revise project scope, specifications, or funding to arrive at a workable contract.
One official source had earlier pegged the estimated cost at ₹5,992 crore. That means even Welspun’s bid outstrips that estimate significantly.
What Happens Next?
- Evaluation and vetting: MSIDC will scrutinize the technical and financial proposals of each bidder.
- Negotiation: Given the excess over estimates, authorities and bidders may renegotiate terms or scale back certain features.
- Award & commencement: Once a bidder is selected and financial closure is achieved, construction is expected to begin in phases.
Despite the challenges, the opening of bids is a meaningful milestone. For Pune commuters and surrounding regions, a well-executed elevated corridor could transform daily travel, reduce traffic stress, and open doors for new development along the route.
